{"id":3139,"date":"2021-11-04T10:17:58","date_gmt":"2021-11-04T10:17:58","guid":{"rendered":"https:\/\/amtivo.com\/uk\/standards\/\/\/what-the-2021-autumn-budget-means-for-green-installers\/"},"modified":"2025-12-15T16:18:13","modified_gmt":"2025-12-15T16:18:13","slug":"what-the-2021-autumn-budget-means-for-green-installers","status":"publish","type":"standard-post-filter","link":"https:\/\/amtivo.com\/uk\/standards\/pas-2030\/insights\/what-the-2021-autumn-budget-means-for-green-installers\/","title":{"rendered":"What the 2021 Autumn Budget Means for \u2018Green\u2019 Installers"},"content":{"rendered":"<p><strong>The Chancellor delivered his third budget update of the year, confirming an increase in funding for the green sector ahead of the COP26 summit, business rate exceptions for eco-technologies, and the reintroduction the Green Homes Grant.<\/strong><\/p>\r\n<p>\u00a33.9 billion has been set aside to decarbonise buildings, which includes \u00a31.8 billion to support low-income households to make the transition to net-zero while reducing their energy bills.<\/p>\r\n<p><em>\u201c\u2026this spending package, along with bold action on regulation and green finance, will keep the UK on track for its carbon budgets \u2026and support the pathway to net-zero by 2050&#8230;\u201d <\/em><\/p>\r\n<p><strong>Energy Company Obligation ECO4:<\/strong><\/p>\r\n<ul>\r\n\t<li>This scheme will run from April 2022 until March 2026 at an average cost of \u00a31 billion per year (2021 prices).<\/li>\r\n\t<li>The main objective is to provide better support to the least energy-efficient homes, making greater progress against fuel poverty targets.<\/li>\r\n\t<li>Also helps towards the target of improving fuel poor homes as reasonably practicable to EPC band C by 2030, with an interim milestone of band D by 2025. Improving these homes will reduce carbon emissions, contributing to a fair transition to net zero.<\/li>\r\n<\/ul>\r\n<p><a href=\"https:\/\/www.gov.uk\/government\/news\/government-boosts-energy-efficiency-spending-to-13-billion-with-extra-funding-for-green-homes\" target=\"_blank\" rel=\"noopener\"><strong>The Home Upgrade Grant (HUG):<\/strong><\/a><\/p>\r\n<ul>\r\n\t<li>From April 2022, \u00a3950M has been committed to supporting low-income households by upgrading the energy efficiency of properties off the gas network in England.<\/li>\r\n\t<li>The funding intends to enable the installation of multiple measures in these homes to substantially improve performance.<\/li>\r\n<\/ul>\r\n<p><a href=\"https:\/\/www.gov.uk\/government\/publications\/apply-for-the-sustainable-warmth-competition\" target=\"_blank\" rel=\"noopener\"><strong>Local Authority Delivery Phase 3 (LAD3):<\/strong><\/a><\/p>\r\n<ul>\r\n\t<li>Around \u00a3200M of the new funding will be made available for new projects delivering to low-income households in the most inefficient homes on the gas network.<\/li>\r\n\t<li>The main criteria for on gas properties should remain the same as those in the first two phases of the LAD initiative, including the cost caps for owner-occupier and rented properties, along with landlord contributions.<\/li>\r\n<\/ul>\r\n<p><a href=\"https:\/\/www.gov.uk\/government\/publications\/social-housing-decarbonisation-fund\/social-housing-decarbonisation-fund-questions-and-answers\" target=\"_blank\" rel=\"noopener\"><strong>The Social Housing Decarbonisation Fund (SHDF):<\/strong><\/a><\/p>\r\n<ul>\r\n\t<li>This will offer the potential for social landlords to apply more impactful retrofit measures to their housing stock due to a higher cost cap than that of the LAD scheme.<\/li>\r\n\t<li>A figure of \u00a3160M total funding has been announced for the first wave of the programme.<\/li>\r\n\t<li>Delivery will run until March 2023, hoping to achieve substantial carbon savings, warmer energy-efficient homes, and reduced bills for low-income households.<\/li>\r\n<\/ul>\r\n<h3>Utilise funding grants with PAS2030<\/h3>\r\n<p>PAS 2030 was released in July 2019 to support the government&#8217;s increased focus on energy efficiency.
