PSA 94 (Supplier or Installer of Safes)

PSA 94 covers the requirements of Supplier and Installers of Safes and Safe rooms and outlines the requirements around the required information to be provided to any client and the European standards that you as a supplier and installer, must comply with. 

PSA 94 was brought in as a licensable activity from the 30th of May. 

Main topics are: 

  • Planning and Design: The requirements around client requests, risk assessments around the use of the safe or safe room and decisions around the build of the safe or the safe room. 
  • Supply: This is where European Standards (EN Standards) are specified for each supply or installation. 
  • Installation: Requirements around adhering to the manufacturer’s requirements and electrical elements when installing safes or safe rooms. 
  • Locks: Requirements around what type of locks must be installed. 
  • Maintenance: Instructions around how maintenance is managed and what is required under maintenance. 
  • As Fitted: Requirements around commissioning an install and obtaining an agreement with the client on.

PSA 80 Introduction 

PSA 80 (Installation and Servicing of Powered Gates) was brought in as a requirement from November the 1st.  It covers any horizontal or vertical gate that is self-powered by a motor, the main focus of this standard is to set standard requirements around the install and servicing of powered gates to ensure the safe use of powered gates within Ireland. 

PSA 80 includes the following topics: 

  • System Design – Requirements for Safety: This section outlines the EN requirements and machine directive requirements for installing components for a powered gate. All components must meet these requirements and this must be checked and covered within the System design proposal drawn up by the installer prior to carrying out the install. 
  • System Design – Compliance & Residual Risk Assessment Process: This sets out the requirements for assessing the risk around either a new install or taking over a current maintenance job, ensuring the correct hazards have been identified, preventative measures outlined and discussed with the client.

Change in Requirement for PSA 67 To Require All Installers To Comply With EN 60839-11-2

As per PSA 67 Part 1, clause 1.1.5 all license holders of PSA 67 must adhere to the requirements of EN 60839-11-2. This means that Part 2 of PSA 67 will no longer be followed and you will be audited to EN 60839-11-2 at your next audit. Any Access Control installs started after the 1st of November 2025 must comply with the requirements of EN 60839-11-2 and not PSA 67 part 2. 

The main topics of EN 60839-11-2 are: 

  • Environmental class: Where the equipment will be installed and what kind of levels of protection is needed on the equipment to ensure long term functionality. 
  • System Planning: Carrying out an overall assessment of the needs of the client and the risks associated with the expected system when installed and operating. 
  • System Installation: Considerations needed when carrying out the installation, limitations or special requirements around the equipment and cabling to be used. 
  • Commission and system handover: Checklist should be available for all installs showing how commissioning was achieved and sign off by client. 
  • System operation and maintenance: Breakdown of instructions on use and maintenance of system 
  • Documentation: This section covers all documentation required to be made available for each site.
