To install an access control system commercially in the Republic of Ireland, you need a Private Security Authority (PSA) licence.
From the 1st of June 2024, all installers who hold a PSA 74 certificate or wish to be audited to Access Control System certification will be required to be audited to PSA 67 at their next audit if they wish to continue to be licensed to install access control systems.
If you hold existing certification for alarm, CCTV or access control systems, three installations are required: an Alarm Installation, a CCTV Installation and an Access Control Installation.
Current installers can be audited to PSA 67:2021 or EN 60839-11-2.
If you do not hold Access Control (PSA 74) certification, you must apply to the PSA for Access Control certification. Once you have completed two sites, we can carry out your Access Control Certification Audit.
The Private Security Authority (PSA) is the regulatory body for the private security industry in Ireland. It was established under the Private Security Services Act 2004. The role of the PSA is to improve and maintain standards in the provision of security services in the State by operating a standards-based licensing system.
PSA 67 Part 1 covers the specifications in relation to achieving Access Control certification.
EN 60839-11-2 is similar to Part 2 of PSA 67.

The general audit approach will not change for existing clients and applies to all new applicants.
The auditor will meet you at your premises, go through the requirements of PSA 74:2019 & PSA 67:2021, and follow you out to a site where you have completed an Access Control System installation. They will ask you to go through what was installed and run a test on the system to make sure it functions as it should. They will also consult the paperwork (digital or hard copy) against the requirements of the standard to ensure that what you installed meets what is recorded in the paperwork, that the client fully understands the system and that they are aware the system was installed in compliance with PSA 67:2021 or EN 60839-11-2.
