CCTV Receiving Centres

A CCTV Receiving Centre (also known as an Alarm Monitoring Centre) is required to hold a Private Security Authority (PSA) licence to monitor CCTV images originating in the Republic of Ireland. This applies equally to CCTV Receiving Centres located outside Ireland that monitor CCTV images from Ireland.

The Garda Siochana will request details of PSA licensing before approving a monitoring centre for Garda response.

The PSA 33:2014 standard sets out the operational and performance requirements for the services provided by these centres. It operates as a code of practice, outlining the minimum technical, operational and management system requirements for a compliant monitoring centre.

Private Security Authority

Who Is the PSA?

The Private Security Authority (PSA) is the regulatory body for the private security industry in Ireland. It was established under the Private Security Services Act 2004. The role of the PSA is to improve and maintain standards in the provision of security services in the State by operating a standards-based licensing system.

What Is PSA 33:2014? 

The standard is available free of charge from the PSA website.

Some of the key features of PSA 33:2014 include:

  • Standards for the facilities and equipment used by the Centre
  • Procedures for handling and processing alarm signals
  • Standards for operational practices, including staff training
  • Rules for data protection and client confidentiality
  • Standards for quality management systems, record-keeping and document control.

What Is EN 50518? 

The technical standard required for new entrants is EN 50518:2019. CCTV Receiving Centres licensed before 31 October 2024 (licensed for Intruder Alarm Monitoring) may continue with certification to IS 228 in place of EN 50518.

EN 50518:2013 has been superseded by EN 50518:2019 and brings all three sections together into one standard. From the 31st December 2026 the PSA require all ARC’s certified to IS 228:1997 to be certified to EN 50518:2019.
