Locksmiths Licensing

In Ireland, locksmiths must be licensed by the Private Security Authority (PSA) according to the Private Security Services Act. This regulation came into force on February 1, 2017.

It is an offence for any individual or company to perform locksmith duties as outlined by the PSA without a PSA licence. Licensed locksmiths avoid the risk of penalties such as fines or even imprisonment.

Private Security Authority

Who Is the PSA?

The Private Security Authority (PSA) is the regulatory body for the private security industry in Ireland. It was established under the Private Security Services Act 2004. The role of the PSA is to improve and maintain standards in the provision of security services in the State by operating a standards-based licensing system.

Who Needs a Locksmith Licence?

A locksmith is a person who installs, opens, maintains, repairs or services security equipment that:

  • Consists of mechanical, electronic or other locking devices that prevent unauthorised access to or within premises where such equipment is situated
  • Consists of mechanical electronic or other locking devices that prevent unauthorised access to motor vehicles

 

It also includes a person who, in connection with the provision of the services referred to above:

  • Originates, duplicates or provides by copy or code restricted keys, safe keys or motor vehicle transponder keys,
  • Gives advice on installing such devices or their protection from damage or interference.

 

This definition covers many individuals, including those dealing with more modern electronic security systems. There are, however, a few exceptions and further details on what is and isn’t licensable can be found on the PSA website.
