What Is an Intruder Alarm Licence?

A Private Security Authority (PSA) licence is required to install an access control system commercially in the Republic of Ireland.

For companies entering the industry for the first time, the first step is to obtain a temporary licence from the PSA. The temporary licence gives contractors the opportunity to install the required number of alarm systems (4) needed to proceed with certification.

To obtain a temporary license, you must register with a certification body (the PSA looks for evidence of registration in the application pack).

To obtain a full licence for Intruder Alarm Installation, it is necessary to have an audit against the PSA 74:2019, I.S. EN 50131-1 (Alarm Systems – Intrusion and Hold-Up Systems – Part 1: System Requirements) and I.S. CLC/TS 50131-7 (Alarm Systems-Intrusion Systems Part 7: Application Guidelines) standards.

Implementation

• PSA 74:2019: Amtivo, formerly EQA, has produced a summary checklist on PSA 74. This standard includes sections on Company Organization (including Tax Clearance and Insurance), Staffing (including Selection and Screening of Staff), Training and Operations.
• EN 50131: Amtivo, formerly EQA, has produced a guidance document on EN 50131. The EN 50131 standards include the technical requirements for Alarm Installation. The PSA requires certification bodies to inspect at least four Installed Intruder alarms for initial certification. This is reduced to a minimum of two for all subsequent audits.
