Becoming PAS2030 and Trustmark accredited opens up significant revenue streams for installers, including government grant funding. We asked experienced compliance consultant, David Mooney, for his views.
What is PAS 2030?
Public Available Specification (PAS) is a specification and guidance that firms need to follow in order to install energy efficiency measures with a retrofit approach to dwellings. PAS 2030 is the standard that you need to comply with in order to undertake Green Deal and ECO installations. It covers three primary types of installations:
- Building Fabric Measures (BFM) which include insulation, glazing, and doors
- Building Services Mechanical (BSM) which include boilers and heating systems
- Building Services Electrical (BSE) which includes lighting and lighting controls.
What is Trustmark?
TrustMark is a Government endorsed quality tradespeople website that includes a Code of Conduct, Customer Charter and a Data Warehouse where paperwork is lodged to trigger payments. TrustMark works with Scheme Providers who audit installers to ensure their business is protecting customers and working to the required standards. British Assessment Bureau is a recognised and trusted UKAS accredited certification body and a Scheme Provider, meaning that we can issue a PAS certificate and register an installer with TrustMark, all under one roof.
Why should installers consider PAS 2030 and TrustMark?
David Mooney: “The primary reason an installation company wants to become PAS and TrustMark accredited is to access government grant funding. If you are not certified to these standards then you can’t participate in any existing or future.”
What are the benefits of PAS 2030 and Trustmark accreditation?
David Mooney: “PAS 2030:2019 (which is linked to PAS 2035:2019) is required for the Energy Company Obligation (ECO), Local Authority Delivery Scheme (LADS), Warmer Homes Scotland, and any other future grant scheme or funding that is being introduced such as the Home Upgrade Grant which is currently in the scheme development stage”.
What funding schemes are available?
David Mooney: “It is exciting times for installers and a great opportunity to tap into government funded schemes. ECO is centred around fuel poverty and started in 2013 and so is a stable and mature market. ECO 3 is currently in existence and ECO 4 will be introduced later this year and carry on to 2026 increasing from £640 million per year to £1 billion per year from April 2022. Installation of mixed measures (whole house basis) with funding payments based on the life time savings of the new measures will have on the property are made from funders or the energy suppliers and so an established system is in place potentially helping business to grow substantially in a short period of time.”
